Can the promoter collect any money for booking an apartment/plot?

The promoter cannot accept a sum of more than 10% of the apartment/plot cost as an advance payment/application fee. For any subsequent collection related to the apartment/plot cost, the promoter must enter into an Agreement for Sale with the allottee.
